Last chance. MEDT will wait for the lagging car companies until November 10 (part 1)

Russian agencies, which are closely involved in reviving the domestic car industry, at least at the expense of foreigners, decided to extend the deadline for signing agreements on industrial assembly of cars in Russia until November 10. Experts from the Ministry of Industry and Energy, the Ministry of Economic Development and Trade, and the Ministry of Finance came to this decision. In addition, foreign automakers were given another significant relief. Those of them that are registered in Russia and have managed to sign an agreement of intent will be able to conclude an industrial assembly agreement later.

As previously reported, the deadline for signing these agreements was set on September 15. "Everyone who wanted to has already done it," the authorities said. - We are not waiting for latecomers. The fact is that Russia is slowly but surely joining the WTO, and the low customs duties provided for by the industrial assembly regime run counter to the requirements of this organization. Recall that the industrial assembly decree, which came into force two years ago, gives companies that have organized full-cycle production in Russia, including welding, assembly and painting of cars, the right to virtually duty-free import of components during the first years. The fee ranges from 0 to 3%, which is generally free compared to the usual 15-20%. In return, the company undertakes to begin reducing the list of imported parts within 3 years, and after 4-5 years to increase localization to 40%. In general, the document reducing duties lasts 7-8 years. Such global giants as Volkswagen, Nissan, Toyota, Suzuki, the Peugeot-Citroen alliance and another Frenchman Renault have already expressed their desire to work in Russia on these terms. A total of 15 car companies have signed the agreement to date.

"Hour X" - September 15th was named a long time ago, but, as usually happens in such cases, there were some latecomers. Reminding a month before this date that it was time to hurry up, Dmitry Levchenkov, Deputy Director of the Investment Policy Department of the Ministry of Economic Development and Trade, said: his department intends to sign up to 20 industrial assembly agreements during this period. According to him, the preliminary selection was conducted among 50 applicants. He also said that an agreement has already been reached with the world's largest manufacturer of components, the Canadian concern Magna. He intends to build four factories here, so last year's story with Ford, which could not bring localization to the required level due to a shortage of made in Russia components, will not happen again.
